Mr. Naquin’s practice is concentrated in real
estate and business transactions. He has extensive
experience in these areas and in the more particular
areas of:
- Real estate acquisition, sales, and leasing,
- Real estate finance, mortgages, security agreements
and closings,
- Real estate development (including public/private
partnerships) and construction contracts,
- Zoning, land use and subdivision regulation,
- Organization and management of condominium projects,
including timeshare developments,
- Formation and management of limited liability
companies, partnerships and corporations,
- Business contracts and agreements
- Business mergers, acquisitions and dispositions,
- Business finance, loans and secured transactions,
- Business licensing, local and state tax issues
- Environmental law issues in connection with
real estate acquisitions and dispositions,
- Federal income tax issues of real estate and
asset acquisitions and dispositions
- Preparation of wills and trusts and assistance
in basic estate planning,
- Probate of wills and successions
Mr. Naquin has also been involved in an advisory capacity
regarding the enactment of several important Louisiana
and local laws, including:
- the Louisiana Condominium Law,
- the Louisiana Timesharing Law, and
- New Century New-Orleans, master development
plan for zoning and land use in the City of New Orleans.
Ron regularly has for the past thirty-five years assisted developers and lenders
in the acquisition, financing, and development of various real estate projects,
in-cluding historic renovations, for apart-ments, condominiums, hotels, restaurants,
shop-ping centers, office buildings large-scale residential subdivisions, planned-unit
developments and industrial plant and barge fleeting sites. He works extensively
in condo-minium and timeshare devel-opments, and municipal and parish zoning
code enforcement and administrative law.
Ron has played an important role in the
modern development of New Orleans. He served as real estate counsel for the 1984
Louisiana World Exposition and for The Rouse Company in the acquisition, financing
development and operation of the Riverwalk Market-place. Ron was also acted as
counsel in the development of the Louisiana Superdome, Louisiana Superport and
Regional Transit Authority. He has been extensively involved in public/private
development partnerships and federal grants and loans and has participated in
various realized and proposed projects involving City-owned property, including
redevelopment of the Spanish Plaza, Piazza d’Italia, Transportation Center
(UPT), Armstrong Park, D.H. Holmes hotel conversion, Rivergate gaming casino
site, the Astor and Loews Hotels, and the currently pending redevelopments of
the and Canal Street Ferry Terminal and Julia Street Wharf.
He is an honors graduate
of the Tulane School of Law and was awarded a Master of Laws degree from the
George Washington University School of Law in the areas of corporate, securities
and tax law. He has lectured to professional and industry groups on various topics,
including formation and management of condominiums, timeshares and other common
ownership entities, zoning and land use planning, restructuring and work-out
of troubled real estate and corporate loans, and complex issues of public-private
partnerships for real estate development projects.
